New CILA Resource: Overview of the ORR Foundational Rule for the Unaccompanied Children Program

The ABA Children’s Immigration Law Academy (CILA) is excited to share a new in-depth resource to help practitioners working with unaccompanied youth understand the new regulations governing the Unaccompanied Children Program of the Office of Refugee Resettlement (ORR) (89 Fed. Reg. 34384). CILA’s “Overview of the ORR Foundational Rule for the Unaccompanied Children Program” is a 48-page resource with background information about the regulations, a discussion of their legal implications and how they impact the Flores Settlement Agreement, and a detailed summary of each subpart. The summary includes charts highlighting key provisions and notable clarifications in ORR’s discussion of the proposed and final rules.
